Background

The African Climate Foundation (ACF) is the first and only African-led climate change re-granting organisation on the continent. Through a combination of grant making, fellowships, transformational research, technical assistance, coalition building and advocacy the ACF seeks to support interventions at the nexus of climate change, and development that have the greatest potential to deliver long-term socio-economic transformation and inclusive development.

Purpose

The Senegal Programme Officer will report to the Senegal Country Manager, working closely with the programmes team and grants team.

Responsibilities include, but not limited to the following:

Strategy development and implementation:

Assist the Senegal Country Manager, on the development, review, and implementation of the ACF’s Senegal Strategy.

Assist on identifying and overseeing sector-relevant research and analysis.

Work closely with other ACF program staff to ensure synergies and facilitate learnings.

Work closely with the MEL Advisor to ensure effective monitoring and reporting on delivery against programmatic indicators, and to support evaluation and learning initiatives.

Manage and/or lead flagship projects or work arising from ACF grants.

Partnerships:

Under the guidance of the Senegal Country Manager, develop and maintain strong working relationships and networks with governments (national and sub-national), finance institutions, civil society actors, think tanks and research organisations, the philanthropic community, and other key stakeholders.

Grant-making:

Undertake stakeholder mapping to identify needs and inform the ACF’s grantmaking strategy.

Under the guidance of the Senegal Country Manager develop the ACF’s Senegal portfolio.

Work closely with the ACF’s grant making team to develop and manage the Senegal grant making portfolio, including reviewing grant requests, presenting grants to the ACF Grants Committee and Board, supporting on contracting and MEL, monitoring grantees progress, ensuring delivery against grant agreements and supporting grantees.

Conduct regular field visits and calls with grantees to supervise implementation, and report on progress and difficulties.

Fund-raising and reporting:

Support the Senegal Country Manager in fundraising initiatives, including writing funding proposals, and engaging donors.

Under the guidance of the Senegal Country Manager ensure timely reporting on ACF progress to donors as required.

Thought leadership:

Stay abreast of current developments to inform development and implementation of ACF’s Senegal Strategy.

Contribute to the ACF’s research and online content and under the guidance of the Senegal Country Manager represent the organisation on public platforms.

In close collaboration with the Communications team and under the guidance of the Senegal Country Manager, lead and manage ACF events (e.g. webinars, in person convenings etc.) related to implementation of ACF’s Senegal Strategy.

Provide support to the broader ACF team, including the Senior Management Team, the Board and Council, on issues related to the ACF Senegal’s interventions.

Contribute to the ACF learning strategy through gathering evidence and lessons learned, and engaging with partners on partnership to gather knowledge.

Requirements include but not limited to:

A Master’s degree or equivalent in agriculture and sustainable land management, economics and project management, energy, environment and climate change, development studies or related fields.

At least 5 years progressive experience working in international development and managing large-scale interventions in the areas of climate change, energy transition, agriculture and sustainable land management, community development and resilience.

Experience working on or supporting local or national governments on policy formulation and development, rural development and community resilience, communication for development, program design and implementation.

Experience working with civil society organisations and public institutions in the areas of energy transition, climate change, community development, communication and advocacy, pollution formulation, implementation, and evaluation.

Sophisticated writing and communication skills.

Fluency in English and French.

Prioritizes work and meets deliverables.

Strong problem-solving skills.

Honesty, integrity, and high levels of professionalism.

Start date: Based on the successful applicants’ availability.

Location: Remote. Candidate to be based in Senegal.
