Context:
Under the overall supervision of the Regional Crisis Coordinator – Gaza Response, under the direct supervision of the Head of Operations and in collaboration with the Head of Programme, relevant units at the Regional Office (RO) relevant Units at the Regional Office (RO) and Headquarters (HQ), the Partnerships Officer will be responsible for managing partnerships and grants for the Gaza response. The operation in Gaza is framed around IOM Strategic Plan to the Gaza Response consisting of several areas of operations including the provision of technical expert capacity to United Nations Relief and Works Agency (UNRWA), establishment of a common pipeline and facilitating logistical access to partners operating in Gaza.
Core Functions / Responsibilities:
- Directly manage and supervise the Partnerships Unit for IOM’s Gaza response to ensure effective utilization of donor funding, continuity of Implementing Partner (IP) programming and compliance with IOM’s regulations on partnerships and IP management.
- Support Programme Managers (PMs) and Thematic Advisors (TAs) in tracking and managing IP grants and approved grant activities, and where needed make timely and necessary adjustments.
- Oversee and manage direct communication and liaison with IPs and notify relevant colleagues on significant administrative and operational changes as needed. Manage and conduct monitoring and evaluation field visits for IP activities in coordination with the PMs.
- Coordinate all aspects of grants management with the Head of Programme Support & Partnerships, the Head of Programme, the Resource Management Unit (RMU), the Programme Support Unit (PSU), Legal and other relevant units, as needed.
- Manage, update and maintain the various tracking tools, databases, and Standard Operating Procedures (SOPs) for IP management and ensure that all records, hardcopy and electronic documents of the Grants Unit are complete and filed properly.
- Oversee the submission and review of all grant documentation by IPs including project proposals, budgets, agreements, reports and other related documentation. Liaise with concerned counterparts as necessary to ensure all submissions are in compliance with regulations on IP management and relevant partners’ vetting processes.
- Maintain systems of communication and data sharing with Programme focal points and apply appropriate, programme-wide standards of grant cycle management, data collection, and information flow.
- Lead IP selection processes, including the performance assessment and evaluation of existing IPs and selection of new IPs in coordination with PMs, TAs, management and PSU.
- In coordination with the finance team ensure the overall control of grant expenditures. Ensure all grant disbursements are properly designated and tracked as per IOM’s accountancy system. Develop and maintain centralize financial tracking of all grants managed by IOM’s Gaza response, identify gaps and provide analysis to management for decision making.
- Provide training to concerned staff on all related aspects of the grant life cycle and ensure the overall integrity of performance for each partnership management officer within the respective Programme Units.
- Oversee and supervise Localization initiatives including developing strategies of engagement, trainings for local actors to build capacity in areas of finance management, project development and report and general administration.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Business Administration, Management, International Relations, Political Science, Social Sciences or other relevant fields, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in partnership management, fundraising, and/or programme development and management, with at least 3 years of demonstrated experience in managing partnerships in humanitarian programmes.
- Experience in managing teams and coordinating with other departments to deliver results.
Skills
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization;
- Proven knowledge of the global humanitarian and development landscape, including donor priorities and trends. Knowledge of the humanitarian and development landscape in Lebanon as an advantage;
- Knowledge of the IOM Project Cycle is an asset;
- Excellent communication, negotiation, and networking skills, with the ability to engage with donors, partners, and other stakeholders at different levels;
- Excellent analytical and problem-solving skills, including the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations;
- Ability to work independently and as part of a team, under pressure, and manage multiple tasks simultaneously to meet tight deadlines;
- Excellent written and verbal communication skills in English are required, including the ability to draft clear and concise reports and project proposals. Arabic language skills are an asset;
- Sound and proven interpersonal skills and ability to work effectively with people from diverse cultural and professional backgrounds.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
