Overview
Trust Consultancy and Development is committed to creating a better future for vulnerable populations by monitoring and evaluating humanitarian and development initiatives across the MENA (T) region and South Asia. In this regard, we are currently seeking a Project Manager to lead and oversee a child protection project aimed at providing comprehensive support and protection to children in East Jerusalem (Occupied Palestinian Territories). This role will be pivotal in conducting a baseline study to inform project development and implementation with a strong emphasis on understanding the socio-economic, cultural, and environmental context, validating project frameworks, and providing actionable recommendations.
Scope of Work
The Project Manager, as a key focal point within the team, will be responsible for the following tasks, requiring strong technical skills and experience in Monitoring and Evaluation (M&E) and baseline studies:
a. Literature Review/Preliminary Analysis
- Conduct an in-depth desk review of relevant documents.
- Analyze the current situation to identify gaps, challenges, and opportunities.
b. Validation of Theory of Change (ToC) and MEAL Plan
- Assess the Theory of Change and Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.
- Ensure that both ToC and MEAL frameworks align with the project’s objectives and context.
c. Development of Tools and Methodologies
- Design and develop robust data collection and analysis tools tailored to the baseline study.
- Create comprehensive sampling plans that ensure data representativeness and validity.
d. Data Collection
- Oversee and manage the baseline data collection process in coordination with the Operations team.
- Ensure the quality, accuracy, and completeness of data collected in the field.
e. Data Cleaning and Analysis
- Lead the data cleaning process to prepare datasets for analysis.
- Analyze the cleaned data to identify trends, patterns, and insights relevant to the baseline study.
f. Participatory Results Validation
- Engage with stakeholders to validate and interpret the results.
- Facilitate discussions to ensure that findings are understood and agreed upon by all parties.
g. Drafting the Baseline Report
- Lead the drafting of the baseline report, clearly presenting findings, conclusions, and actionable recommendations.
- Ensure that the report meets the client’s requirements and aligns with the project’s objectives.
h. Finalization
- Finalize the baseline study, incorporating feedback from stakeholders and the client.
- Prepare and organize annexes and supporting documentation for the final report.
i. Client and Team Coordination
- Serve as the primary point of contact with the client, managing communication and ensuring their needs are met throughout the project.
- Coordinate with the team, providing guidance and support to ensure all tasks are completed to a high standard.
- Flag and address any emerging issues or risks in a timely manner.
Coordination
Supervision: This assignment will be executed under the supervision and guidance of Trust Consultancy and Development.
Focal Point: Trust Consultancy and Development will oversee the consultant’s performance and assign a focal point in the Proposal Writing and Third-Party Monitoring departments.
Qualifications
- Applicants must have a proven track record and demonstrated experience in managing projects in Palestine. Excellent leadership and team management skills, with the ability to navigate challenging and dynamic environments.
- Being able to design and implement Monitoring and Evaluation (M&E) frameworks in humanitarian or development contexts.
- Strong understanding of socio-economic, cultural, and environmental contexts in conflict-affected areas.
Experience
- Working with vulnerable populations or in conflict-affected settings.
- Specific experience in sectors such as child protection and psychosocial support.
Technical Skills
- Proficiency in data analysis software.
- Strong quantitative and qualitative research skills, including conducting interviews, focus group discussions, and participatory methodologies.
Interpersonal Skills
- Ability to work independently and collaboratively within multidisciplinary teams.
- Excellent organizational and time management skills, with the ability to prioritize tasks effectively and meet deadlines under pressure.
- Commitment to upholding ethical standards and ensuring the protection of confidentiality and privacy rights of research participants.
Adaptability
- Flexibility to navigate changing circumstances and unforeseen challenges that may arise during the consultancy.
- Strong problem-solving skills and the ability to adapt methodologies as necessary.
