Legal Panel Tender Programme Manager, Digital, Data, Technology & Transformation (DDaTT)
Salary band: 8b – £58,972 – £68,525
1-year fixed term contract with the possibility to extend
Location: Leeds Hybrid or Homeworking
We are recruiting for a programme manager to lead our upcoming Legal Panel Tender programme. You will be accountable for delivery of a successful tender and transitioning to the new panel firms from the existing panel firms. We are looking for an experienced programme manager with commercial experience and the ability to lead a multi-skilled team including technology, procurement, finance and business implementation stakeholders to join our Digital, Data & Technology & Transformation (DDaTT) team.
This role would be a great opportunity to showcase both skills and experience delivering a high profile programme for those who want to pursue a career within NHS Resolution. As an organisation, we are on a significant change journey with key programmes of work in flight dealing with modernising and de-risking our estate, data management and operational excellence. The Legal Panel Tender is a key initiative that is business critical to NHSR. Public sector experience leading major procurements is, therefore, desirable but not essential. As a minimum you will have proven experience in leading a multi-skilled programme team to deliver the desired outcomes to enable benefit realisation within a fixed timescale and spend.
Main duties of the job
What You’ll Be Doing
Working in a friendly and supportive team environment, you will have end to end oversight of the initiation of the programme (including leading on the production and approval of the business case) and delivery of the requisite projects to achieve a successful programme outcome, ensuring that these are delivered with appropriate techniques and in line with best practice. You will need to be comfortable building strong relationships with a range of stakeholders up to and including SMT/Board, being able to effectively articulate complex issues. Be able to meet external stakeholder (DHSC, Treasury, Cabinet Office) governance requirements.

We are an arms length body (ALB) of the Department of Health and Social Care (DHSC) that provides indemnity to the NHS for the risks involved in delivering healthcare services. We handle compensation claims, ensuring compensation is both fair and timely while combatting exaggeration or fraud. We also deliver expert advice and support on the management of concerns about the performance of doctors, dentists and pharmacists.
Additionally, we resolve contracting disputes between primary care contractors and commissioners of primary care, operating independently and transparently to reduce the need for such disputes to be managed via the courts. Finally, we use our unique perspective across the causes of claims, performance concerns and contracting disputes to provide insights back to the NHS to help improve safety and manage risk.

Qualifications
Qualifications Essential
- Educated to degree level or equivalent relevant experience (ideally 3 years minimum).
Desirable
- Programme management qualification (e.g. MSP) and equivalent relevant experience of leading programmes with a multi-skilled team. (Desirable, not essential)
Experience Essential
- Ability to lead major IT & business change programmes end to end within a complex, constantly changing environment while being confident and capable under pressure.
- Experience of delivering programmes with strongly focussed commercial outcomes.
- Experience of defining the programme structure in to meet governance requirements.
- Proactively seek to define improvement opportunities for both the LPT programme, and the wider portfolio.
- Capable of removing blockers and managing risks, commercials, budgets and people, being the initial escalation point for the programme and must have an awareness of the bigger picture.
- Ability to balance objectives and redeploy people and resources based on business feedback and other (internal and external) factors.
- Providing clear direction to the project delivery teams and managing communications back to the business
