How NIRAS is working with GEAPP

NIRAS is building and implementing the monitoring, evaluation and learning (MEL) approaches for GEAPP, working closely with their in-house MEL team. Our aim is to develop clear frameworks for measuring impact across the Alliance using monitoring, knowledge management, and learning approaches.

Monitoring Lead Role Overview

We are seeking someone to provide overall monitoring leadership to the project, working at a minimum of 3 days per week, but can also be a full time position. This is an existing role and a strong foundation for this work is already in place. The Monitoring Lead will manage a team of 4-5 internal NIRAS staff and external consultants who support delivery of monitoring work across the project. They will also work closely with other workstream leads to provide coherence across project delivery.

Responsibilities

  • Lead the monitoring workstream, overseeing a small team of NIRAS monitoring experts and managing the agenda and actions for internal monitoring team weekly meetings. Allocate work across the team and provide support to team members where needed.
  • Hold the client relationship with the GEAPP Monitoring Lead, manage the agenda and actions for weekly monitoring team client meeting.
  • Manage the Monitoring team workplan on Airtable, ensuring tasks and activities reflect monitoring team priorities and are appropriately resourced, flagging any resourcing risks/issues to the NIRAS Leadership team.
  • Oversee the delivery of quarterly NIRAS monitoring transition deliverables in 2024, gathering appropriate evidence of completed transition deliverables.
  • Lead regular review of GEAPP Portfolio KPI framework, including addition or revision of KPIs as needed, and support development and improvement of carbon, access, jobs, and financial mobilization measurement methodologies.
  • Lead development of investment-specific indicator framework (for investments not using portfolio KPIs), support coordination between NIRAS monitoring and solutions workstreams, including on indicator development and selection.
  • Oversee NIRAS monitoring client engagement at a regional level, working closely with the NIRAS MEL regional advisors to provide support to investment leads on monitoring. This may include selection of appropriate indicators, advice on filling out regular reporting templates, or monitoring support during the investment cycle.
  • Lead quantitative data quality assurance across the team, including quality assurance of investment data reported through quarterly templates.
  • Support GEAPP transition from the current MIS system to client-held system.
  • Support production of funder impact reports, including quality assurance of data, data visualisation, and improvements to existing templates for funder impact reports.
  • Work closely with GEAPP MEL as a thought partner on monitoring, provide advice and support on areas to improve and strengthen current monitoring processes. This may include regular check-ins with the client at a global level, as well as regular contact at a country and regional level, and ad-hoc discussions with investment and solution leads.

Qualifications required

  • A degree in a relevant subject such as international development, international relations, public policy, public health, education, economics, or similar areas.
  • Experience of climate and energy programmes.
  • 5-7 years’ experience in management consulting, programme delivery or MEL with direct experience in delivering/supporting MEL in an international setting.
  • An understanding of internationally recognised indicators and methodologies, including 5+ years’ experience in leading technical support to portfolio, programme and/or project monitoring, including (for example) development of complex theories of change, log frames or results frameworks with aggregable indicators; methodology development for measurement of carbon, access, or jobs relevant to climate finance or energy.
  • Experience supporting grantees or project leads in regular portfolio progress reporting; experience managing or supporting an MIS system to provide dashboards and reporting updates to internal/external stakeholders (direct experience of Salesforce would be a plus).
  • An assured communicator, capable of leading senior level client engagement without supervision and relating complex, technical concepts to broad audiences.
  • A multicultural mindset.
